Overwatch Accuracy Penalty (XCOM 2)

Multiply your base chance-to-hit by x0.7 for overwatch, or x0.6 against a dash.

In translation, something like "Multiply the stock accuracy by 0.7 and you will get an overwatch accuracy"
The only incomprehensible moment is the second part of this sentence, namely some 0.6 for a moving target, what does this mean? Overwatch, it seems, only reacts to moving opponents, so what's the difference between these 0.7 and 0.6?
