Damage from Enchanted Items (The Elder Scrolls 3: Morrowind)

Who fumbles in this matter, explain what the following means: let's say there are 2 rings with a cold damage enchantment. On the first, cold damage is 1 in 25 p., And on the second 5 in 11 p. How to decipher this?

This means ranges: from and to. In the first case: cold damage from 1 to 25 (1 to 25). In the second case: cold damage from 5 to 11 (5 to 11).
