Distribution of wi-fi via adapter

In general, such a situation: there is a stationary computer, on it Win8, a 3G MTS modem and the cheapest Wi-Fi adapter D-Link.
You need to distribute Wi-Fi (hereinafter simply: wi-fi). I kind of googled it, tried it through the "Shared Networks and Access Center", ie. there "Creation of a computer-computer network" and wi-fi seems to be distributed, but there is no access to the Internet.

Can anyone know some program or method to distribute an Internet from a Wi-Fi adapter and an MTS modem? I will be grateful.
