Commander Training - How to Get the Last Skill? (XCOM 2)

I faced a problem - I trained my commander in the rank of major up to the company commander (penultimate rank) and after that further training is impossible. As far as I understand, he must become a colonel to receive the last rank? Another question - how useful are psionics? I have a team like this - two rangers with sharpening for close combat and shotguns, two grenadiers, a sniper and a specialist, a pure medic. If you pump a psycho, then I don't even know who you can screw him in instead, all team members perform their functions.

This is the official mod from Long war studios, which they introduced even BEFORE the start of sales. Essentially the official DLC. A whole bunch of mods are based on them, by the way.

Melee is pretty good. A ranger, even a CEP, can quite calmly mow down an enemy, while ignoring an attack (there is a skill for this). Plus, this is the only class that can ignore the overwatch, and the ghosts can quite easily scout the map and one-shot all sorts of annoying codes and officers. That's really something, but the balance of classes is really felt here. That the grenadier in both branches is capable of mowing down enemies in crowds / breaking shelters, that a sniper can thin out the Advent line with well-aimed shots, or, like a real cowboy, he can snap out short-range enemies at close / medium distance. A specialist is absolutely necessary in almost all situations, an excellent support class with the ability to heal / cut robots. And psychos - a nuclear bomb in skillful hands, however, glass a little.

In general, the second part looks more like working on the bugs on the first. Why were cyborgs removed from Enemy within? True, I was pleased with the kit for weapons and modules, but again, they can only be bought on the black market and received as loot. The cowboy has excellent finishing moves, plus there is a lot of damage to ALL targets. My cowboy nowadays generally does a swindler on the Legend (also machine guns from weapons, so on the first blacksite with a bottle, my bang-bang cowboy mowed 2 bodies per turn =))
