I suspect that these are purely NPC factions, because from the very beginning the players belong to one - to the division, and are tied to it according to the plot of the game. They, in fact, are called - enemy factions (enemy groups / factions)

There is no need to suspect here. It really is. All NPC factions, except agents. Somewhere in the blogs it was said that the players themselves will be able to create something like clans.
If I'm not mistaken, the factions are as follows: bandits, convicts, cleaners, military, and the actual agents of the division, for whom we are invited to play. No choice of factions is provided, because the plot is tailored specifically for agents. Although, in my opinion, the game could have been started by an ordinary adventurer, adventurer, marauder (then the need to search for loot becomes justified), who fell into the forbidden zone for a bribe to an official from the military, with one pistol. Further, as you progress through side missions (helping the military, civilians, freeing hostages, behavior in the dark zone), you are offered to become an agent of the division, or, if you are playing the role of an inveterate villain (the last rank of "outcast"), they are offered to join one of the negative fractions. The military must remain inaccessible. If you accept the bandits' offer convicts or cleaners, the plot for the agents becomes inaccessible for you (you have to pay for everything). It would be, in my opinion, interesting.
