Quick Access Toolbar for Skills (XCOM 2)

In general, I pumped psionics, and it turned out that all the skills, taking into account the gear, do not fit on the quick access panel (the last number is zero). And those skills that did not fit there, their icons hang in the lower left corner.

And the question is, can they be used somehow? I click on those icons, and nothing. Or is it that everything is limited to this 10-digit panel, is it too bold?
And if you can't use them, maybe there are mods that fix this situation?

Most likely, those in the left corner are bonuses. Automatically activated :)

It seemed to me that the same "Schism" is a separately activated ability. Unfortunately, it was not specifically written there, or I did not notice that this is an improvement in another ability.
