Peace ring (Stellaris)

In version 2.5 no sense really to build peace ring because it is impossible to produce minerals that are developed, even to think about it. The patch to change the structure of planets out already half a year as a world ring and is not altered with*** !
Can anyone have the solution it may be like that in the game code to change the world ring?
