What happened to the surviving US Army combat units? (Fallout 4)

When loading the game, the tooltips mention that the X1-01 power armor was developed in the surviving combat units of the US Army after the war. Where are these combat units now? And why is there no US Army faction?

The enclave after the 2nd part collapsed, tk. both the president and the head of the security service (the main boss) were killed. In the 3rd fallout, we are already destroying the remnants, so there is no longer any left for the 4th part of the US army - all who survived moved in all directions, only their power armor survived.
