4800 is a series designation, not a specific video card. If you have any video card of the 4800 series, then you will not see DX11, since video cards of this series do not have hardware support for this API.
This is what I, as the former owner of the long-dead 4870, say.
You can achieve DX11 support programmatically, but this is enough only to start the game, but you won't be able to play because of the extremely low FPS, because your processor with a 99% probability will not be able to handle this API programmatically.
