Damn NPCs (Fallout 3)

I run around the Wasteland with a sniper rifle, aim at an enemy that is far from me, shoot at him and hit him, but he does nothing. Doesn't even look for me. It stands as a pillar, as if nothing happened. Maybe there is a mod so that they at least do something?
