Dev laziness or Brotherhood conspiracy (Fallout 4)
I walked through the wastelands past the Boston airport and decided to go there, took a walk and found the door where the disassembled Prime was, flew there using tcl and saw this picture ... the robot is already there, and there is no fraternity with Prydwen and rotary-winged aircraft. Whether this is a conspiracy, a secret mission or an ancient prediction, it seems we will never know.
