Minigun problem (Fallout 4)

The people what the hell - took on assignment armor and a minigun in the museum, there are cartridges, I try to shoot from it and nifiga - the barrel starts to twitch, the spinning sound is heard for a short time and that's it, it just doesn't shoot !!!
Help out if anyone knows what is needed in order for him to shoot.
