Connecting the application to the game (pirate) without Wi-Fi, via UBS (Fallout 4)

Since I have no honor to have wi-wai in the house, I had the following question.
Is it possible to somehow trick the game and the application to connect them without Wi-Fi, via USB. ? Application for android
I just don’t have Wi-Fi, not only on my computer, but generally in the house.
