Where to recruit miners, otherwise I can't build anything on the moon, and where are the diamonds mined?

Miners are basic inhabitants. Build houses. Diamonds are on Earth, in the temperate zone, to open up, swing the population to the level of investors.

Miners are built in craters, craters are captured like islands. The miners also need a shield besides the road. Diamonds are mined in the temperate zone after reaching the level of the population - investors (like 4).
