This indicator depends solely on the power of the computer. 60 FPS that are written in the settings is the frame refresh rate on the monitor, and this figure is always standard. If the monitor does not support a different FPS and resolution, this indicator cannot be changed at all, it will be grayed out. And if your game shows 24 fps, it means you have a rusty bucket, not a "system", as you dubbed it beautifully, and if you want to play at 60 fps, do not boast about your "system", but lower the settings and do not ask stupid questions ...

Well - you set 1920x1080 @ 59 in the settings, exit the settings - you come in at @ 24 and the igruha noticeably freezes while FRAPS gives out 30 frames. In short, I solved it like this baidu ... in the game in the settings I set 59 Hz, turned it off and set the read-only attribute on the file with the settings, now 59 Hz does not fly out ... and in igruha 60 FPS.
