Same as everyone else, in the fields. Looks similar to other resources, only in red. It is less common than the others. A search unit is used for detection, being built at the headquarters.
For mining, a standard resource extraction plant is used (Cartel and Chimera), only the Amer uses a separate building for this, it is located in the second or third Dafkon, I don’t remember exactly.
You can also get an alternative way: playing for the Amer, you can exchange a prisoner for 250 units of Rare Earth. And the Cartel generally has a building that generates 4 units of Rare Earth every 10 (sort of) seconds.

Forgot to add that the Cartel and Chimera must first upgrade their headquarters (go to Black Ops for the Cartel or upgrade "Rare Earth Extraction Protocol" for Chimera). Also, if you play for the Cartel, then after Black Ops you need to build a Stealth Lab and upgrade the factory itself.
