Long downloads in dialogs (The Witcher 3: Wild Hunt)
Hayushki everyone! I have such problems:1. The title of the topic says it all. The bottom line is that when I start talking to someone, long downloads begin (the download process is shown below-right). Before the choice "on assignment" (yellow), and after this choice.
2. Everything started to blink somehow. Well, that is, how to put it, for example, walls, houses, and some other objects began to blink (disappear and then reappear).

Check the video card, maybe the fan is unhooked or something else xD

X3, RAM seems to be enough. I would blame the OSi obscurity, vidyaha is not responsible for downloads for sure.

MSI Afterburner - reduce the core clock by 30-50 MHz, reinstall the drivers for the video card (clean installation only). If this is the case in other games, then the video card is broken, provided that when the frequency decreases even by 100 MHz, nothing changes.
