T-form hover + head spin (Dying Light 2: Stay Human)

In general, this is the situation:
my PC is weak (i5 2500k, rx 460 4gb, 8 ram, but it gives out its 25-35 frames, it suits me)
but there is a problem - characters (not all) freeze in T form and turn their heads like helicopter blades.
also with scenes some kind of nonsense, or they don’t load, or something else ...
