Missing additional characters from DLC (Mortal Kombat (2011))

Initially, as I bought the disc mortal kombat 9 with DLS on the Xbox 360, there was no Freddy Krueger
This should include the characters Kenshi, Freddy Krueger, Scarlet and Rain
But I installed a free DLC with MK 2 and MK 3
Then I went into the game and from all the characters of the DLS only Scarlet
What to do how to return the characters from the DLS?
If I don't have a gold subscription
