Basement at Lake Manor (The Elder Scrolls 5: Skyrim)

I bought the Ozernoye estate, built a large hall, a greenhouse and that's it. it's time to download blacksmithing, I already wanted to go to the basement, and realized that it was not there. Built up all the wings of the house, but it still does not appear. Has anyone had the same bug?
