If BU, then it is possible that the bearing has worn out. When you turn on the PC on nvidia cards, the valves spin up to full and then friction is not a hindrance =)
As a solution, you can try to connect the ventilator directly to the PSU, but then the number of revolutions cannot be adjusted by software.
Take it apart, try lubricating the bearings first. And after that, you need to look specifically, measure the voltage with a tester ... etc.
some cards have shorter such crap. type spinning in idle only one fan and all only under load. if the card is not one of those, it means that the coil most likely has deteriorated there or the gasket has deformed and worn off on which the propeller axis stands.
