If it helps a little - go to the settings of the game "images", put everything on a minimum. But the screen resolution is better to set the same as what is on your computer. Restart the game and check if the game has sped up. If the brakes have disappeared - increase each parameter in the settings a little (except for the screen resolution), restart the game again. And so on, in cycles, until you find the "golden mean" - so that the game does not slow down, and at the same time the graphics are tolerable.
Software: install the latest .net framework and directx updates. Also - the brakes can be from crooked package-files (check with the Sims3Dashboard program). In general, use mods in the game only those that are really required for you. Everything superfluous - it is better to delete. For example, catalogs - there is very little useful and necessary in them, but at the same time they overload the game very seriously.
