Doesn't want to launch launcher (Europa Universalis 4)

After the update and the released add-on (apparently), the work of the fourth Europe was disrupted.
What's in the Steam, what's in the pirated version of the game - I launch it, and I get a notification that "The program "Europa Universalis 4" has stopped working"
What should I do?
