Energy points not regenerating (The Witcher 3: Wild Hunt)

After the mission in Novigrad (helping Triss at the ball), the energy points stopped regenerating. I can only restore with the help of the elixir. Wears a set of armor from the cat school.

There was such a bug, only I went outside the city to complete the quest and in battle they themselves began to regenerate. (It should go away by itself or boot from the save when they were still there)

Bug. Very tough. It helps only reboot for a dobugovy moment. Or some kind of global load, where Geralt appears in a different place, for example.
