Hanging, stuttering every second

There is a slight stutter every second, most noticeable if you simply rotate the camera around the protagonist or if you circle the character around a (locked) enemy, the fps stays above 60 fps, but the stutter is very noticeable.

Solution: At least for me, the solution was unplugging all external hard drives and after restarting the game, the stuttering was completely gone.
