Infinite loading while fast moving

I ran into such a problem when quickly moving to any location, there is an endless download, but when walking on my own, everything is fine. And the endless download even in the test room.
There is a mod manager, all mods are sorted by loot.

Infinite loading does not freeze the game, but just endlessly shows the loading screen with a 3d model and text (Standard loading)
