FPS issue (BlazBlue: Continuum Shift Extend)

dear citizens, could you help with advice on how to increase FPS? I bought this fighting game on Steam, but it’s somewhat uncomfortable to play, especially watching videos, because. The game constantly freezes for a split second every few seconds. In all forums, it is advised to turn off all euvects in the options, set the minimum resolution and windowed mode, and also download a patch that disables animated backgrounds in the game, but this DOES NOT HELP me! All settings changes and patches have absolutely no effect.
PC specifications: Win 8.1, i3 2x3.5 GHz, 8 GB RAM, GeForce GTX 760
