Usually the keys are on the table in some kind of office, but not necessarily on the table.
The keys are scattered in different places. I found 4 keys. It is very problematic to find them!

And the keys and tokens are just pictures of characters and vehicles + a sense of completeness of the level should be present, right?
On the level with the laboratory and Gould's apartment at the beginning with the territory near the pier, in the far left corner on the destroyed freeway there is a corpse and a key next to it. In the laboratory, after the battle with the helicopter, he makes a hole in the floor, which leads to the middle floor - there is a table on it against the wall and a souvenir glows on it. In Gould's apartment, in a room with an aquarium with an octopus, a token is quietly lying on a cabinet shelf.
