Control Delay (The Witcher 3: Wild Hunt)

In general, I play on a shitty laptop, it pulls 20 fps on the minimum settings. Dick with these fps but there is a delay after pressing the keys. Can anything be done about this? There is also a delay with the mouse, but much less and does not interfere.
