Separatists (Total War: Attila)

Explain from where the separatists have the resources to recruit a full army in a few moves?
Where do they even get the resources for the army if they have no sources of money and food?
Separatists are a real headache, they constantly appear, in a few moves they recruit an army from nothing, including mercenaries, and capture your cities :(
