All settings to maximum, amd fsr 2 scaling, 3080x1600, RTX, FSR quality, HDR. 4090 card, 13900k (not overclocked)

The game is good actually. Graphics claiming NextGen! Animation, and the faces of the characters are beyond praise!

Right now shader cache is being created in real -time everytime you encounter new VFX, this should be a fix.
