Does not give more than 40 fps (The Witcher 3: Wild Hunt)

On DX11, with any graphics settings, from the lowest to the highest, in any case I get 40 fps. On DX 12, with a small load on the video card and the processor, it also does not produce more than 40 fps.

See if the whisper mode is enabled in the GeForce experience, or in the proprietary utility on the laptop some kind of silent mode or the like, I checked it on my beech with the same conf, only 16GB of RAM, FPS and the load changes from the settings ...

On my rtx3060, the game on ultra + settings with lighting starts at 40+ fps, but after 10 minutes of playing the fps drops to 10. I tried any settings, nothing helped. Has anyone experienced this and knows how to fix the problem?
