Neither graphics card nor CPU loaded (Far Cry 6)

I have i7 8700k and rtx 4090. In other games, everything is fine, almost always there is enough processor, but here is such a strange thing. Please tell me how to fix it.

Well, as it were, the percentage is rather weak for such a card! you need at least a 10th generation i7 or i9, and preferably a 12th-13th generation i9.
