It just creates the illusion of deception that there are always cars on the track, and when you go to it, everything disappears. This is normal. There is no need to worry.

this is how the game engine calculates objects, and cars drive in the distance, but not in 3D, but in 2D form! and when you drive up to them, they disappear and another transport appears in 3D!

I don't really understand the PC version, but I remember from the 4th part that in the settings there is a function responsible for traffic on the roads, that is, the number of cars and NPCs next to the player.
