Processor overload and frequency drop

Hello, after reinstalling Windows 11, there was a problem in games, I began to sit through the FPS (up to 5-15 frames / sec), for about 20-30 seconds, after which it returns to normal. The problem turned out to be that the processor is loaded up to 98-100% and drops the frequency. Overheating was not observed, the temperature rose to a maximum of 75 degrees. I tried a bunch of methods, but everything is empty, the problem does not disappear. In the task manager, I did not see any third-party processes that could influence this. If someone came across a similar one, please help
