The video card does not load, low FPS. RTX 3070 (Cyberpunk 2077)

Good afternoon.
Specially registered to write about the problem.
The computer configuration is as follows:
- CPU Ryzen 7 2700
- MB GIGABYTE B450M S2H
- RAM HyperX Fury 2 * 8GB DDR4 3000 MHz CL15
- GPU Palit RTX 3070 GamingPro
- PSU Zalman 700W
When playing Cyberpunk 2077 (graphics settings - ultra) on FullHD, it turns out like this :
- GPU load 80% and consumption of about 160 watts (at max 220 watts)
- CPU load 50%
- FPS 70-75
Drivers latest, game license Steam. By all tests it should be around 100FPS easily.
What is the problem? Weak percent? But the load is not even close to the maximum.
PS In ForzaHorizon on ultra settings, everything is ok - about 110-120 FPS (100% video card load, 40% processor load).

The fact that the percent only works half, it does not mean that it should be enough for the game! in the ryzen 1000 and 2000 series, the architecture was not finalized and the performance per core was low, so this is the percent culprit in underloading the video card!

This is a common thing, sometimes my fps drops to 65-60 at 10850K. On Ruzen it may still be lower.

What percent to take? On a budget, I look at the following options:
- Ryzen 5 5600
- Ryzen 5 5500
- Ryzen 7 3700
