How does the "Radbolt Cover" work? (Oxygen Not Included)

I put generators in space, they work great. But then I got to the lining, as it is said that it passes through the walls. I put it. It accepts radbolts and sends them out, but it doesn't go through walls at all. Tried everything I knew. What is the problem?
