Guys! I ran into a problem with the CPU and the graphics card in games, even in Ks Go - loaded at 100%

i5 4690k 3.5;
16 RAM;
hard at 1tr;

Even in the menu gets up to 40%.
Maybe someone will suggest, I do not know what to do...

Open Task Manager and observe which process loads the CPU the most, aside from "CPU idle time percentage". Just to make it easier, sort by load as shown in the screenshot.
You can also use the Resource Monitor.
If it's some non-system program / service you don't need, disable it and kick it off the autorun. If it is a system program, you need to take a closer look. What kind of OS is it?
I had a similar thing on Risen when The Witcher 2 loaded it at 80%:

That the CPU is loaded at 100% is good, but the CPU should be reserve, it is desirable to be loaded no more than 80%, although for 4/4 processor is common. Try to play with the graphics settings and load more video card.
You must first determine which processes are causing the load as a percentage before you do anything.

Framerate is not limited - loads the system to the maximum, the top screens (especially on the 2nd) he has a full CPU load and graphics card underloaded because of it. And you don't know how the author made these screenshots: he might have 100500 processes running in the background besides the game...
Are all threads 100%, or total load shortly to 100?

After I ran the test, the device stopped and the message said overheated - not a second passed! Turned on an older 4.5.1 - all normal, tested without problems (about freezes, I do not remember). I know. Thats what I'm talking about: TC's graphics card is more powerful than mine, thats why it's more CPU intensive (higher framerate), that 4 core CPU isn't that much weaker than mine.

What's important is how exactly will be distributed load 90-100%.
CPU ~ 90% + GPU ~ 100% - no fridges, framerate is limited by graphics card capabilities.
CPU ~ 100% + GPU ~ 90% - there might be some fridges, CPU has no time to transfer data to the graphics card.
