Creation Club - is legal hacking possible?

Good afternoon, dear players.

I won't keep you in suspense. Many people use mods for Fallout 4. But I want to get an answer:

Why does /steamapps/common/Fallout 4/Creations exist and is it possible to pull mod files from there and install to a completely different person, without proof of purchase from Creation Club? Either my theory on proliferation is correct, and thus, it would be possible to borrow these ALL mod files from someone and pour them here, or am I somewhere wrong.
