Blurring at the edges of the screen

The question is in the title, on the edges of the screen is a blurred image, like a frame of some kind, in the center of all the normal/clear. Or is it a chip of this part of this? Played with the settings did not help, maybe I need to prescribe something in the ini/xml file?
