There is a trail of textures and it doesn't disappear

This is the first time I've ever seen such a thing

I have no load at all on high settings wash like not enough memory and plumes like that

In static it's not very visible, but in the game it's a mess.

Motion blur can knock you out?

From the data that you listed one can make the assumption that you either have old drivers and weak pc or just a potato PC that can not handle the game.
Turn off depth of field, motion blur, simpler shadows put, better textures choose

Try the drivers and see if it's something to do with anti-aliasing or a texture filter. I think it's something to do with anti-aliasing or texture filters. No problem at this setting.

I have soapy textures on any setting, as if I was running the PS4 version
