Need to find skidrow.dll on x64

Who can help find skidrow.dll on x64, I searched the whole internet, the file is available for both versions, but for some reason under both links to download only on x32? and writes that the file is not found entry in the registry or something like that. I threw the file in the Windows SoS64 and Windows 32 folders. Doesn't help.
