Problems downloading video card
In various games falling download video, to 0 or 1, and a second later returns to 100Computer configuration the following:
i5 7400
1060 GTX 6gb
16Gb RAM
On a 400W PSU, model: FSP400
Bx500 Crucial SSD (240gb)
HDD WD BLUE(1TB)
During drawdown download video card drops frequency of the chip and memory respectively, the temperature of the GPU does not even reach 75 degrees
The CPU is stable, the frequency does not reset
Power options in Windows and in control panel the NVIDIA stand for maximum performance
Turbo boost on the CPU was turned off
Nothing helped
The video card is not clocked

better this time, and at the same time to clarify whether there is a warranty on the components separately

Here's another screenshot from the same Aida, where you can see the voltage of the video card

Do you think a problem with the graphics card ?
The easiest way to be sure is to test it on another PC, but since the computer was bought in the store as a whole, then it must be seals, damaging/removing which you can void your warranty - because of her and asked. Without disassembling the computer can play with: try different versions of drivers (especially older); update MSI Afterburner or turn it off at all during the game (along with other similar programs that can affect the operation of the video card) or, at least, stupid to kill Windu.
I'm a little confused by the voltage of the core GP - it is quite low, considering that at this point the graphics card is fried in furmark. You hour undervolting didn't do?
Len4ik00N
Did undervolting, to lower the temperature, because due to the fact that the graphics card is the reference temperature reached high temperatures and frequencies fell

Well everything seems to be fine, but what do I do with temperatures ?
Although sometimes also there are drawdown
