In the root folder of the game. If you took the game on the incentive or downloaded a pirate, then it's easy to find. If you bought at Gabstore, then in the root folder go to the Packs section and delete all language data files except the required one
The file may be named flt.ini. It is also located in the game folder. Open it with notepad and opposite Language = put russian.
