The cursor does not work (Fallout 76)

the trouble
the arrows of the cursor in the game doesn't work :(
(the construction can only choose one subject (top), up and down does not work.)
keyboard changed, game reinstalled, on a work table in the document the cursor moves in the game switch - response on the keys is not.
