no, if you're talking about quests, and higher difficulty-> longer hit->faster swinging skill

Only on combat skills for example one-handed or two-handed weapons, shooting and magic damage. Everything else rocks as well as on any other difficulty level. So if you want to pump combat skills that put the maximum complexity, clamped where-that ice Troll and beat until you deflate, you need a skill from time to time give the Troll the time of recovery.
