settings on low, vsync off, resolution 1280x720 and are in a great location where a lot of people. if the fps is above 60, then raise the resolution and graphics settings until 55-60. if not, play on minimum at 720p.

harsh, but true. Or use the built-in fps counter (in the game click F1, it seems so) or any third party, the easiest FRAPS. Put all the values to maximum speed, see how many fps, if you're a little lower values - first the clouds then the shadows. The graphics card is good, I think more will not have to go.
But I've looked VIDOS on YouTube, and so I estimate that all the maximum speed you should be around 45 fps which is quite playable. It you want to bend? If necessary, read above.

that's exactly what a shit card and this game when the game is not better original bends the card very much, I play on ultra in 1080p with resolution scale 140% and fps the maximum frames 65 with subsidence in some places to 55, although feel good, the origins on ultra in 1080p with a scale of 160% was OK and fps was above 60 consistently
