SkyUl 5.1//Second Great war (The Elder Scrolls 5: Skyrim)

Good afternoon.
There is a problem to play in the modification of the Second Great war (The Second Great War)
So this war is started it is necessary to manipulate the Adjuster mods (MCM).
MKM is included in the modification SkyUl. I have installed version 5.1, which apparently requires this mod, but in MICRONS a large part of the switches unavailable (i.e. to start a war,postpone war)
Also, the game gives an error saying that it detected version 4.1 SkyUl
All the necessary plot. lines for the beginning of this quest completed.
Please suggest a solution.
