Twitch game, not a smooth picture

Andromeda, Mass Effect, Assassin's Creed Syndicate in these games, the game twitches at 40-45 fps, if you stand still, and not rotate the camera, what happens in the game smoothly. But if you rotate the camera, you can feel what microfreeze like lag. Vertical sync helps, and also does not help Locke fps. At 60 fps microflow no, but 45 fps is fine, too. But still twitches. What is the same on different settings
System: i3 4160, 3.6 GHZ, 6 GB RAM, GTX 760 TI OEM 2GB, Windows 10.

Also checked on FIFA 17. Put a lock at 45 fps, the game twitches, at 60 fps normally
