Idle graphics card after upgrade (Grand Theft Auto 5)

For RX580 (8gb) + Ryzen 5 1600 played perfectly on ultra without MSAA, but with FXAA enabled, the graphics card is normally loaded and no stators was not, but now after removing the snow in the Online video card is idle to 26% while the CPU works fine, game installed on SSD drive.
